Then she no longer needs her I-94 for anything, including when filing for citizenship.

If she's in the USA for THAT long and she doesn't have a green card... she's probably there illegally? Out of status?

I don't think there is a work permit that can be valid for years?

 

If she's there illegally/no green card then she can't apply for the citizenship.

01.04.2014 - Interview. 

AoS

03.2015 - AoS started.

09.2015 - Green Card received.  

RoC

24.07.2017 - NoA1.

01.08.2018 - RoC approved.

I actually know someone who has been here on a work permit for 30+ years. I agree that she will still have to go through AOS process prior to applying for citizenship. Maybe OP just means legal status?
