Seems fairly clear an I212 is needed, not enough info to comment on I601.

They have scanned  ppl PP departing the US at the airport in Miami

this is also to find those wanted trying to flee the county

If you know there will be a ban and you'll need a waiver, don't do the medical as it will expire and you'll have to do another one.
