person 1: Will you marry me?

person 2: Yes

You are engaged. It doesn't matter who asks whom? USC could propose or alien can propose. It can be done in person, on the phone, in chat, or by text. And you don't need a ceremony, ring, pictures, etc

So, I have a question.  Do I need to write a letter of withdrawal to the NVC where my petition went to and the US embassy too? They did completely refuse the case after the interview.

Section 212 (a) (4) which prohibits the issuance of a visa to anyone likely to become a public charge.

IMPORTANT NEW UPDATE: I finally found out how to email the embassy and asked them about my case. I got this email back.

Dear Petitioner:

Thank you for contacting us. The case is pending additional document. You are still able to submit additional document. By virtue of this email, the visa application will remain valid until 04-JAN-2018.

Your case has been reviewed and the public charge concern remains. Instructions on I-134, Affidavit of Support are available at https://www.uscis.gov/i-134. Once you have your Affidavit of Support ready, you can submit it to us by postal delivery and we will proceed with your case.

SO WHAT DO I NOW? What do they mean?

I am fixing to get my 2016 Tax Return, and I'm trying to get together a couple weeks worth of bank deposit slips too. A months worth of new paystubs in addition and a new 134 Form (I didn't have any jobs before 2015 anyways, so I probably need non-filing taxes for those years I never worked after Highschool too right?) Will she be able to get her visa? Also what do you guys recommend I put for personal property? I really don't have much a 40inch TV, gaming pc, jewelry, thats about $4,000.00 maybe.

Well that's great!

Your new return plus w2, pay stubs and updated employer statement (newly dated, employment date, wages, current position info, official letterhead etc), bank deposit slips, letter from bank officer stating to the opening date and current amount in accounts.

Just go the whole nine yards! :) to make them happy

oh and you don't need to add any property and property that is used for this reason has to be evaluated and also easily liquidated within one year without posing hardship... anyhow it's not even needed with your income :)
