I-130 PETITION

I hold a legal permanent card together with an american travel document.. I want to apply an I-130 petition for my husband and 4 and 2 years old kids .. Should i submit on petition only with one petition fee or each one with a separate petition.. i.e one petition for my husband including my husband. should i submit for the kids G325A and i sign on their behalf..

i have another question for my father .. he has an open immigrant PETITION FROM 1998 WHEN STILL DS260 WAS NOT IMPLEMENTED.. WE CAN NOT FIND THE INVOICE NUMBER TO LOG INTO THE SYSTEM ,, HOW CAN WE GET IT NEITHER CALLING NVC OR THE CONSULATE WAS A HELP .. HE WILL LOSE HIS Immigrant case if we are unable to log into the system
