they are not worried about visits to these countries / they are concerned with travel to the middle east and that is why they ask for the old visa

he may get ask to retrive it and bring it to embassy or they may deny him as he did not bring in needed documents

unforunately you are in high fraud country and they tend to deny K1's

all south and central america are on this list

They required old passports long before there were any terrorism concerns in Middle Eastern countries. My cousin(who is from Chile)was required to show her old passports back in the 1980's when she immigrated here.
