Landing in US from Canada - Questions

I am about to book my husband his final flight from St. John's NL to Phoenix, Arizona where I am living already.

The normal stopover is in Toronto and you go through customs before your connection to Phoenix. So I am wondering will his landing paperwork be done there, in Toronto? Or will it just be normal customs and the landing will take place in Phoenix?

It will be in Toronto, as you do preclearance there for the US, and then nothing when he lands in Phoenix. So make sure his layover is long enough.

That is what I thought. Thanks folks!

I've scheduled him an overnight in Toronto (evening flight) to ensure he has enough time and he will be continuing to Phoenix the next morning :)
