I do not know your friend case to make any suggestions. I have a question as to why the consular thinks they are not ready to get married, is it because they do not know each other for a long time. Let me tell you a secret about this consulars that my fiance told me, they write a detail report about the interview. The second consular that interviewed my fiance for the second K1 visa told him the reason why he was denied the first time and also what the other consular wrote about his attitude and demeanor.  It is always a good idea to be respectful and polite to these consulars. If my fiance would have been rude to the other consular I do not think the second consular would have approved  his sevond k1 visa.
