My fiancee came to the US in April. We got married early May. We waited more than a month before going to the DMV to apply for a CA ID. The DMV lady told us that she can't give us the ID since there is less than 60 days left on the Visa. I showed her the marriage certificate but she didn't budge. I asked her how come illegal people can get IDs and she was pissed.

Was she right in denying the CA ID for my wife? How can my wife get an ID before the green card?

We applied for the work authorization and change of status about 6 weeks ago and fingerprinting was done 3 weeks ago.

You'll just need to wait until your wife received the EAD/AP combo card before applying for a CA ID. It should take about 3 months and since it's already been 6 weeks, you just need to wait a few more weeks longer.

While your wife is in a period of authorized stay having applied for AOS, until she gets the EAD, her current I-94's expiry date is what many states go by when issuing a drivers licenses. The EAD will have a validity of one year, and that's what the drivers license will have as well. Normally before it expires she will receive the green card, allowing her to renew the license again for 2 more years. And then again after removing conditions. Get ready to pay a lot of renewal fees.

DMV can use data from Social Security. Does she have an SSN yet? If she does, then just give the SSN to DMV and they can get the info from there.
