BI Fees for Exit Clearance?

Timeline

Situation: PHL born child with US dad, just did CRBA and will have US passport. No Philippines passport and can't wait months to obtain one. Child is 6 years old, was never registered with the BI. Child will need ECC-A (Exit clearance) from the BI.

Question: Anybody know how much this might cost? Late registration fee, exit clearance fee, but what really worries me is the possibility of paying for a 6-year overstay...

I've seen some different information on the forums, some of it is probably dated...

The child is still a PI citizen as well as a US citizen, right? Why would overstay fees apply?

Apparently they charge overstay fees from birth if the child has a foreign passport and has no entry stamp (i.e. never left the country). Even if a PI citizen (if they don't present a PI passport).

Apparently they charge overstay fees from birth if the child has a foreign passport and has no entry stamp (i.e. never left the country). Even if a PI citizen (if they don't present a PI passport).

Hi,

I don't think that's accurate... you don't need to pay anything. Just show either your birth certificate(Mom), natural born Filipino I assume, and the birth certificate of the child, either the CRBA or the Philippines birth certificate showing you as the mom (who is a natural born Filipino citizen).

Just the fact that the baby is born in the Philippines, he automatically a Filipino Citizen. (I'm sure he also has a Philippines Birth Certificate, use that)

The reason for this is because of this law:

Republic Act No. 9225 otherwise known as the “Citizenship Retention and Reacquisition Act of 2003” declares that natural-born citizens of the Philippines who become citizens of another country shall be deemed not to have lost their Philippine citizenship.

Sounds the child has no birth certificate yet? Since your asking late registration I assume it's about birth certificate it cost a couple of hundred pesos ... Need to register it first at civil registrar wait for a month before you can file to nso.. I don't think your child need to pay fee for over staying since he was born in Philippines and the mother is a Filipina.. One thing make sure you don't forget to sign the birth certificate

Thanks for the reply. The child has a B/C; I was referring to late registration with BI. They told me that any child who has one foreign parent must register with the BI within 30 days. Penalties for late registration apply, of course...

Timeline

How long the crba it took?

Appointment using mail-in only system took 2 weeks.

DNA test took 2-3 weeks.

Approval was almost immediate after DNA results, but I had to ask USEM.

Certificates are printed in the US which takes about 3 more weeks to get the actual certificate (which is not needed for passport, etc., only the approval).

Just show either your birth certificate(Mom), natural born Filipino I assume, and the birth certificate of the child, either the CRBA or the Philippines birth certificate showing you as the mom (who is a natural born Filipino citizen).

Just the fact that the baby is born in the Philippines, he automatically a Filipino Citizen. (I'm sure he also has a Philippines Birth Certificate, use that)

The reason for this is because of this law:

Republic Act No. 9225 otherwise known as the “Citizenship Retention and Reacquisition Act of 2003” declares that natural-born citizens of the Philippines who become citizens of another country shall be deemed not to have lost their Philippine citizenship.

I wish it were not accurate. BI is telling me different, immigration lawyer tells me the BI can stop the departure at the airport. Horror stories abound of overstay fees in the 10,000's to 100,000's of pesos. Better to get a Philippine passport, but it takes time (sometimes a lot of time). The DFA in Manila is very backed up right now... It takes about 2 months just to get an appointment, then many more weeks of waiting for the passport. Lhanz0729 said no appointment is needed for children, even so it would still take many weeks...

Hi, I had the same issues back then, my son have US passport only when we left the Philippines to join my husband here in US. I also applied for Exit Clearance for our son at BI and I can give you the breakdown of cost we paid at that time, we applied last Jan 2015 and at that time our son is 4 1/2 yrs old.

Administrative Fine - 9000 pesos

Express Lane Fee - 500 pesos

A-Cert/Certificate of Exemption/Legal Registration Fee - 720 pesos

ACR I-Card Fee - 2253 pesos

Express Lane Fee - 500 pesos

You also have an option to apply for Philippine passport, but if you choose not to apply for his Philippine Passport then you will need to go to BI and pay all the fines to get him an Exit Clearance.

I am as well the latest victim of this vast extortion scheme. 
My child is a Philippine born with an NSO birth certificate, CRBA certificate and a U.S passport holder.

According to the U.S embassy, we had to get an exit clearance before leaving the country. ( I guess due to FIRST time the passport being use and a PH born foreign national) BTW, there are no other countries in this world that require this sort of processing. 

We went to the Davao Immigration this morning and was told that SINCE she holds a U.S passport and DO NOT have a PH passport, she is considered as a TOURIST. (very stupid right?, it gets better) What I understand is, a passport is a document for travel, not and official document for citizenship, although all passport holders are citizens but not all citizens are required to have a passport. 
We were asked to pay for the 5 months of overstay since her birth. I am like, okay , fine . Since my PH born daughter is treated as a tourist, shouldnt she get 30 days free entry ? NO. Because its her first time using the passport, she is charged from the time of birth . Ended up paying 9k for the extension. 

Then, we were asked to go upstairs to register something to get the EEC which ended up to be 3300php. I too do not understand why, the website clearly stated that the EEC is 1200 php. BTW, this is the most corrupted part of this entire process. The Clearance was done and made, I can get it right then and there but if I want it now, I have to pay 500 php for them to give it to me as "express" or come back on monday to pick it up. OUT RIGHT CORRUPTION !

I don't know how to calculate the fees and penalties with BI and the ECC, not sure there is anything on the BI website to help figure that even.

 

I have read of some HUGE numbers from a few people.

 

Getting the Philippines passport is the only way to avoid the ECC fees.

Yes the child is a dual citizen, but without the Philippine passport the ECC fee has to be paid.

I think BI got you good. They are highway robbery... this is why I hate Philippines corruptions.

That price is actually not too bad. I got charged as overstay every month my kid was born so that was 4 months and it came out to be relatively the same amount. 

Its very sad.
