Applying for father and mother law tourist visas

My fiancé came to the US and we got married. He now holds a 2 years green card. I would like to petition for a visa for his mom and dad, I would I do that?

You can't. Once he is a US citizen (after 3 years of residency), he can then petition his parents.

Only an immediate relative can petition them, which in your case would be your spouse after he obtains her US citizenship. From there it is a couple years (under current processing times) for them to receive their visas.

If I understand my in laws would have to apply for their own immigrant visa, but I could still send them support documents to prove to immigration that I would take care of the visa expenses.

Are you meaning a visitor's visa so they can attend your graduation, and then return home to Haiti? See here: http://haiti.usembassy.gov/non-immigrant_visas.html

Or are you talking about an immigrant visa, where they come to live in the U.S.?

Only your husband (their immediate relative) can sponsor them, not you. And that's only after your husband becomes a naturalized citizen.

A visitor's visa would only be valid for one entry in the US? What if they would like to come back? Wouldn't a non immigrant visa be more preferable?

A visitor visa is a non-immigrant visa.

Visitor visas are valid for multiple entries, usually for up to 6 months at a time, for 10 years.

With a visitor visa, they will be required to prove strong ties to Haiti. If they don't have strong evidence that they will return to Haiti, there's a good chance it will be denied. Some evidence that they could provide to prove ties is: land ownership, employment letters, a large bank account in Haiti, and/or one spouse not applying for the visa. Haiti is a hard country to get a tourist visa from so they'll need as many ties to the country as you can come up with and even then, it's going to be tough. I wish you all the best.

You can send an invitation letter but they will need to show more proof that they plan to return.

If your in-laws are elderly, then they are likely to be granted visas without too much scrutiny.

I will say that, get an official graduation invitation or any invitation showing your graduation schedule and help them apply for the tourist visa (if they can't do it themselves). Remember that, they will have to submit everything themselves.
