Thanks so much for your support but please don't say that I am asking too much but since she is on government benefits (ssi)what documents is she going to bring as an evidence and how is she going to present her case or no supporting evidence

Again, she does not need to show evidence she has no income that can be counted on an I-864. She will simply sign the I-864 under penalty of perjury. Actual qualifying income or assets are what require supporting evidence like pay stubs and tax returns.

If you followed the instructions pasted below, you wait. If you did not follow each instruction exactly, do so now, not matter what you've already done.

Former residents should write to the Department of Public Security and General Administration, Ministry of Interior, P.O. Box 920, Doha, State of Qatar supported by the following documents:

  1. A letter requesting the issuance of a Police Clearance Certificate from the State of Qatar. The letter should include the purpose in requesting the Police Clearance Certificate, the first date of arrival of the person in Qatar and the last date of departure.
  2. A complete photocopy of all pages of the passport (include copies of all pages, regardless of entries).
  3. A set of fingerprints taken by a competent government authority from the applicant's current place of residence.
  4. 3 passport-size photographs.
  5. A self-addressed return envelope large enough to hold an A4 size document.

The Police Clearance Certificate will be issued in about two weeks and will be mailed to the applicant.

I would not make a second request. I would carefully look at each and every requirement listed and if you are CERTAIN you followed each and every one of them, you wait. If you want, you could make an inquiry as to the status of your request. Are you certain it was received? Did you send it by courier and have a confirmation it was received?
