Same as for any other tourist visa- she needs to show strong ties to her home country, reasons she will return after bringing your daughter over, and not just stay with you in the USA.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

She will need a Travel Clearance. It is a document issued by the DSWD to a Filipino child (below 18 years of age) traveling abroad alone or with someone other than his/her parents.

You should be able to get the requirements and procedures to secure one from the DSWD website.

i already g0t a travel clearance fr0m dswd. she is already scheduled f0r an interview aug.17,2015. but i really d0nt kn0w h0w the pr0cess f0r the travel c0mpani0n will be.
