In my case, USCIS approved i129F June 22. NVC received my packet around July 10 (approximately) and it took them about 1 week to send packet to Juarez. Juarez received my case the first week of August and I received my invitation letter approximately in 1 week. My Fiance did not receive any documents in Mexico, I believe the only document they might receive is the invitation letter to Juarez but that usually is after the interview has been done (mail service in Mexico is not too reliable as you may know).

To answer your questions, my fiance did have a copy of her certificate of no criminal record but we have been told it is not needed, We took it anyways to avoid any surprises once there. Her certificate was very simple and it was just from the state where she lived. If you have a federal letter I believe it should be no problems. I filled out the i-134 and submitted a copy of my last income tax (2014) and didnt have any issues. You can go ahead and have your fiance ask for his employer letter for employment verification but it may not be necessary. In our case, we took as much documents as possible. It's better to have them and not need them than need them and not have them.

As for the vaccines, my fiance had a medical done and they took a blood sample. No vaccines were given until we submitted her AOS for her residency. If you have all your vaccines in order, odds are you wont need to be vaccinated when you do AOS.
