Waivers now go to the lockbox not consulate

Always the person that like to give others hope I must say

LPRs with Drugs/Substance convictions will NEVER be

allowed back in EXCEPT they are lucky to receive a temp

D3 waiver (difficult) for emergencies This is the only

waiver they qualifies for unless Congress repeal IRIRRA

Maybe he should start appealing to Congress in letters,

there are no waivers for drug convictions its a lifetime Bar

not to say by some miracle a well paid atty like Shusterman

could not find a loop-hole or theres some inside connections

These petition goes USCIS DOS DHS USCIS. Consulate fall

under DOS they all have to be on the same page of agreement

to win. After 10 years of deportation & strong ties home he

can try Canada with applying for rehabilitation form (their waiver)

He may get lucky its his next best option.

Kingston Consulate has nothing to do with this as yet & I understand

not very receptive to cases like these
