No do not book tickets. They will not care. They say to not book tickets until you have your visa in hand, and once you have it in hand make sure it has the right info on it and that the envelope is not torn. If you book the tickets and they are not done with the envelope before your trip, you will only lose money.

Everything on the visa itself is fine. We need to be in the US on the 27th AT THE LATEST. Getting a new envalope should take someone 10 minutes. I don't want to wait for a few days nor do I trust the post office. I cannot believe we have to go through all this mess because of a rip on a stupid envalope that we didn't make. I have been going through this visa process for almost a year and now this comes up. I really want this fixed within a few hours. If I have to delay my departure date because of a rip on a stupid envalope, I will cry.

Our embassy says this:

The Consular Section strongly encourages you NOT to buy your tickets or make travel arrangements until after your visa is approved and you have it in hand. The Consular Section cannot guarantee that your visa will be approved and cannot be responsible for the consequences of your decision to buy a non-refundable plane ticket.

Our visa is in hand so we should be able to make arrangements and show them.

No one can tell how long it will take. If the 27th is the expiration date then maybe they will try to have it done before then.

Lot of people experience bumps on the road, it's just part of the process. It took me 9 months to get my visa and I'm still experiencing bumps. You just gotta pull yourself together and overcome them.

It's up to you if you want to risk it. Since you have no ETA on the new envelope I wouldn't recommend it but it's your call.

The expiration date isn't until October but we already told family to come for a party at the end of August. We also need to get married and provide a marriage certificate to our new apartment ASAP or we could lose it. This is just ridiculous that a stupid envelope MAY cause us to be delayed. The embassy needs a better envelope and needs to use a better courrier service that doesn't treat mail like garbage. And if a person has good eyesight it is pretty obvious that we haven't tampered with it. I don't have time to sit around for these people to work slowly. My embassy hasn't even emailed me back yet. I am not happy about this at all. The embassy should take more precautions against cheap envalopes.

First, your processing time has been pretty fast...8 months is not bad. Some people wait much longer than this....years for some people.

Second, just go get the envelope resealed. Clearly, you think it is a problem. Go fix the problem. Yes, it sucks, and it is a hassle. Welcome to life...things are not always fair.

Third, if you want to buy your plane tickets, buy them. However, nobody wants to read about it if it does not work out since you have clearly been advised not to buy the tickets until you have all your documents in hand.

I am not sure what is involved in you coming to the USA, but you should have no problems getting here by the end of August...you need to learn to "roll with the punches." You are in good shape. It should not take more than a couple of days to get civilly married once you get here.

ETA for an envalope? All one has to do is put the papers in a new envalope and stamp it. Why this would take more than a few hours is beyond me?

Stop being rude. I think the tone is because we have told you like it is several times but you're not listening.

Yes, you have your documents in hand now. Torn. If you send them in, no documents. Therefor clearly a bad idea to book tickets. We have advised you what to do, either go do it or don't.

You're not alone in waiting 8+ months, you're not alone in having experienced this issues.

Because A) you're not the only one who will be there, they have lots of visa's to issue and other issues to deal with. B) They've just started issuing visa's after technical issues, most likely they're still swamped.

Hahaha...advice has been given...take it or leave it.

If there is one thing I have learned through the immigration process is that I can only control my actions and not others...what I think should happen and what immigration actually does often diverge.

AND if you just wanted to rant about the immigration process, I understand this process is frustrating....however, it is best to make it clear at the beginning that it is a rant and rather than giving the impression you wanted advice.
