Yes, as long as it's stalled because of bulk load, it definitely can force it. On the other hand if it's stalled because of not totally satisfied on making a decision or more than one OP has to view, then the wait, could be long. Regardless, she did the right thing in submitting the N-400, to get some response.

USCIS must adjudicate an N-400 within 120 days, though. If they do not do so, you can then file suit in federal district court and ask the judge to adjudicate your N-400.

I did the same thing. Filed N-400 while I-751 is pending over a year. I had the N-400 interview almost a month ago passed the test but decision cannot be made. It didn't force the I-751 case still waiting both cases are open. I made a service request for I-751 beginning of this year they responded as It will take 6 months. Called the number they also say the same thing if it is over 6 months they told me I can make another service request :) . No single mail from the last year.

Wow, you are the only case I've heard like this on VJ.

I did meet a guy in the airport in Miami who was a PR like me. His ROC process was taking years (yes, years) with USCIS losing his case info twice and then stalling. He turned around and sued them and won and had his green card a week after winning the case. As "retaliation", every time he re-enters the US, he gets called into a TSA office for "questioning". At least that was his story. I had no reason to disbelieve it as he was called away from our line. I saw him in baggage claim later on so I know he wasn't detained. How annoying!

Similar situation...filed I-750 March 2015, have not heard anything. Nothing. Will file N-400 soon

I filed in April 2015, I still haven't heard a word. I will file the N 400 as soon as I reach the 2 year 9 months mark

Worst part is waiting. It is extremely outside of normal processing and no single update. When you call or make infopass same answers.
