Ok another senerio -

1. if the stepdaughter of US citizen, (who has been in my care since she was 10) is not married but over 21 what are the chances of her being let in by family status?

2. If spouse becomes a citizen could the daughter aged 26 get into the U.S. On family status?

Family status is not the problem.

Since she is an adult (over 21), she is not an Immediate Relative for US immigration purposes. There are annual limits for petitioning adult children. Lots of families wait years to be eligible for these visas. Your adult daughter will have to wait her turn. There is no quick path for her to immigrate to the U.S. It's 8 years if she stays single, and 13 years if she gets marry.
