you mean, a human thas has a passport in their hand,

said passport containing a visa foil stamp that was glued inside?

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

yes, my confusion stems from this line in the page

  • The technical issues we are experiencing have disrupted or prevented some of the Department’s primary data-share partners from accessing visa records.

How would it?

I dont know, hence the reason i started the thread to enquire about it.

I believe you will be fine. It seems to be for when after you have an interview they can't issue you a visa because whatever issues they have are preventing them from doing last checks and to print out one.
