In this case no, mainly because the whole thing was over and done with in an hour. It takes longer than that to organize riot forces and this wasn't a large scale riot. People were shot and arrested and peace was restored rather quickly. This wasn't a week long event of rioting, looting and reckless abandon towards the general public, this was a concentrated event.

Waco was over in flash. Ferguson went on for weeks. If you can't see the difference, I don't know what to say. I have no doubt that if rioting started in Waco there would have been a larger show of force. Apples and oranges comparison.

One incident happened during the day and the other one at night so they had to light a bunch of fires so there was enough light to take good pictures to show that the situation was under control?
