my brother whose deaf and mute since birth will have his interview scheduled in 2 wks. would you have an idea how is it going to happen? he won't be able to do the listening then writing it down and talking part

I would assume he's allowed a translator in the interview. I would contact the embassy and see if he's allowed a translator in sign language. Otherwise, paper and pen will have to do. But call the embassy and talk to them and see what can be arranged.

Did you request special accommodation for him on his N400 application? If so, then you or another translator should be allowed to join him at the interview. They should be expecting someone to accompany him.
