Yes she can, you fall under the category F2B. There is a long wait for it however. The cut off date for the rest of the world in this category is 2008, where as for Mexico it is 1995 and Phillipines it is 2004. Where are you from?

Nah, for Georgia the waiting time is around 7 years now.

20 years is for Mexico

And you must stay unmarried for the whole time your mother has a GC.

When she becomes the USC, your petition can be upgraded to F1 category - Unmarried Sons and Daughters of U.S. Citizens.

But now the waiting time is a year longer than in the F2B category
