USCIS California Service Center ??? why

Hello Friends,

Some good news on my parents case (IR-5) . In last week of April I mailed my paperwork to the Chicago lock box from Virginia. Just this Friday evening I got text messages and Emails from USCIS . I am happy they got my paperwork and have cashed the checks. After reading the email just have a few questions.

1) Why California center shouldn't they be processing it in Vermont or New Hampshire or something?

2) How much time does this California center take for parents of a USC for me to get a approval letter?

Are they considered faster or slower center then Vermont ? Any suggestion or Opinions will help.

With the official Receipt Notice (Form I-797) you may visit www.uscis.gov where you can check the status of your case using My Case Status. We suggest you wait until you have received your Form I-797 before checking My Case Status.

This confirmation provides notification of the date USCIS received your case. This notice does NOT grant any immigration status or benefit. You MAY NOT present this notice as evidence that you have been granted any immigration status or benefit. Further, this notice does NOT constitute evidence that your case remains pending with USCIS. The current status of your case must be verified with USCIS.

There is no rhyme or reason in what center you case goes to. California actually is a good one, faster than most.

Thank you so much for your response I really appreciate it. It is really comforting to know that California service center is one of the best and faster services then rest. I just got the hard copy of my first NOA yesterday in the mail like the email and text message said they would. I was just wondering that is all since I live in VA and CA is like the other side of the country. Anyway Thank you.
