No. At your interview, the consular officer will want to see proof of funds or assets.

Unless you lose some of the attitude you have here, you likely won't even make it to the Port of Entry -- you will not be issued a visa. There is not a consular officer in the world that will accept that you will definitely get a job within a month (unless you already have a credible job offer that you have not mentioned here) or that you can live anywhere in the US -- even as a single person -- for 2 years on $12,000. They all know better than that. You need to take whatever credible evidence you have of your financial situation and job prospects that will convince the visa officer that you will not become a public charge. I assume they will check to see what money you have in your account and what type of job you will be seeking (what are your qualifications/education in Morocco?)

There is a fantasy that America is the land of opportunity, but that just isn't the case at this point in time. Jobs are hard to find nowadays and people are more likely to hire someone from the U.S. than someone coming from abroad. It is a tough economy. Many jobs are low-level and hardly allow someone to survive.

No, because there isn't one. There is no single number that works for everyone and the public charge requirement is judged on an individual basis. For example, $15000 may be plenty for a young single tech graduate easily able to find a job, but nowhere near enough for a 65-year old without any retirement assets. How they judge the public charge requirement depends on your age, qualifications, work experience, number of dependents, whether you have an affidavit of support from someone, whether you have a host in the U.S., whether you have assets or savings and so on. Many embassies will use the U.S. poverty guidelines as a guide for the savings you need to show - this is also a number that changes depending on how many in your family (Google it).

If you're taking your interview at the US consulate in Casablanca there is NO need to show your financial resources.

All you need is the address of your US host, if you're clean (no past criminal offences) and meet educational requirements you'll get approved.

The US consulate in Casablanca applies the host system, showing financial resources is only required at some select embassies/consulates.
