My fiancée visa was approved and sent to the consular, medical was done ,interview was done and pass.was missing my devoiced decree,got the decree ,and now is is told by the consular office that he can't get the visa.what can I do in that case.

Cause we don't have pics toghetter, he live in liberia,and I live here.I was there for visit,2 years ago but didn't have to change to take picture s cause he had to travel on a business trip.all of that was told to USCIS,and they know .

Most unlikely he was approved, you said he was, with no photos and one visit couple of years ago.

More likely he was advised that the petition would be returned where it would lapse.

Yes he was ,when the documents got to liberia,he was giving an interview and pass.visa pay for and everything. But can NVC denied an approved documents from USCIS.

Was this visit over 2 yrs ago? maybe thats why or was the decree certified

You must have met face to face within the last two years, maybe they felt it's been longer since you last met or you couldn't prove that you've actually met? Or maybe they felt that, that one visit was not enough.

There's two stages of "approval"---there's the USCIS (Department of Homeland Security) approval and then the final choice is made by the State Department (the folks at the consulate). All USCIS is looking for is that you meet the most basic requirements---that you aren't criminals, or terrorists, or whatever, and that you meet the lowest set bar.

In this case, the bar is that you have seen each other in the past two years and that you are both free and willing to marry in 90 days. It seems like whatever you wrote on that application was good enough for USCIS, but NOT good enough for the consulate. Certain consulates require much more than the lowest set bar of proof, and it sounds like Liberia is one of them. The consulate gets final say, sadly.

travel back to him, i guess is dakar that he want for his interview?cause i came to usa on k1, i got my visa from usa embassy in dakar senegal,and i was ask for the pics we took together, i believe when you go back, they will be a great chance of him getting the visa.

After she redo the whole process. I don't think there's a chance they will change their minds now. She will have to file again and make sure she has more proof and hope for the best. Or get married and file CR-1.

Even if you are given a verbal, "Yes, you're approved" at the interview the officers have the discretion to change this decision upon further review of your case.

I am not understanding what you wrote (bolded), are you saying that when you visited you didn't have a chance to take pictures together

because he went on a business trip somewhere else instead while you were there to visit him ?

Your petition will be returned to USCIS (via NVC, NVC will not make a review/decision) and then it will expire and you are free to re file or marry

and file a CR1 if you chose to. There will be no review even though the consulate language is "returned for review." Returned spousal visas

You need to have quality supporting evidence to convince the CO that you are a genuine bona fide couple, receipts from your visit,,

emails, skype, phone logs, postage stamps from sending each other gifts, lots of photos together and also with his family and *DRUM ROLL*

more face to face visits of time spend together and show the evidence to back it up.
