If an employee truly even asked for a number like that on a public forum it would be a complete violation of federal regulation and a breach of conduct for their employment with the United States. But beyond that:

18. U.S. Code § 912 Officer or employee of the United States

Whoever falsely assumes or pretends to be an officer or employee acting under the authority of the United States or any department, agency or officer thereof, and acts as such, or in such pretended character demands or obtains any money, paper, document, or thing of value, shall be fined under this title or imprisoned not more than three years, or both.

If they really do have workers who are willing or able to negatively effect petitions based on complaining on the internet (exercising first amendment rights and all).....wow. Maybe there is something to the theory that the more you call and write and petition your Congressman (all also first amendment rights), the longer they make you wait. Even the fact that this person is willing to threaten it speaks volumes about the organization. And he's new! I wonder if punishing applicants is part of orientation or if the culture is just so anti-immigrant that you just pick it up on the first day?

It's not taxpayer money---it's the USCIS fees. USCIS is 100% funded by user fees. :/

You can thank the thread participant who alerted VJ Moderation to the posts. After our brief discussion of the situation, our Lead Moderator, Penguin_ie, closed that user's account. No one should be shy about reporting something that rattles the sensibilities.

Some federal government agencies, such as USCIS, are funded via user fees. Other examples are the FAA and TSA, who are funded via fees/taxes paid for airline tickets. In recent years, Congress has increased those fees in order to raise government revenue while not raising income tax rates. Congress loves fees because they can claim they're not raising taxes on Joe Taxpayer, and only passing on the cost to those using the government service. The downside is USCIS has less accountability since it doesn't have to worry about Congress cutting its budget if it doesn't get its act together. And unlike the FAA/TSA, most Americans don't have to deal with USCIS, so it doesn't generally have to worry about the media spotlight either.
