He must be able to prove he must return to the P I. This is the most important aspect. He applies on his own merits.

You can help and pay for your dad on his behalf.

But it is down to your dad to apply for a tourist visa on his own merits alone.

My father has a 10 yr green card. he came here in US 2011 but left Jan 2012. His green card expired and yes he will return to the Philippines coz he have a job there, he works at the Government office for 35 yrs.

Yup, as you listed in your first posting is correct; pay the visa fee, complete the DS-160, schedule the interview.

All the best

Is it ok, I am the one will fill out the DS-160 to make it sure that everything is correct? After filling out the form do my dad need to print it?

You can complete the DS-160, but by law your dad must click the submit button, so once completed save it with a password and send the info to your dad.

Thank you so much for the help. I just talk to my father, his tourist visa is APPROVED! I appreciate all the people who helped me here. I have another question, does my dad need to attend CFO seminar or PDOS?

No, your father doesn't need to do those as he's just traveling on a Tourist Visa and not as an intending immigrant.
