When they talk about 5 months processing time for the k1, are they referring to the entire process from sending off the packet til visa granted, or is that 5 month period referring the time between NOA 1 and NOA 2? i kind of think it is the latter, but not sure. Thanks.

Between noa1-noa2

TSC looks about 5-8 months.

CsC can aim to about 5 and much less.

It won't be a 5 month wait as long as you are at TSC. More like 7+ months now. However, being from the Philippines works in your favour as your case may be processed faster than what is the normal. Not saying they'll get to your case at TSC as fast as they would at CSC, but you typically might be waiting somewhere closer to 3-5 months rather than the 7+.

The time period they refer to is simply the NOA1-NOA2 stage. You'll still have the rest of the process after that, so add a few more months onto it.

Expedited for humanitarian reasons.

Cases aren't really on a first come first serve basis either. There doesn't seem to be a particular order other than some sort of batch processing. For instance let's say they have about 20 cases from early August to work on, you'd think that maybe those that sent their applications first would be processed first. But nope, we've seen cases from late August, even late September processed before even those from early August and even a July and October, and one random November tossed into the mix. Seems an unorganized mess to me.
