How romantic should the explanation of meeting letter be?

I stated that because the op mention sending a letter to state department is why I stated that the state department only wanted basic stuff sent to them.

Yes, and they meant for the CO at the consulate for the K-1 interview, not the NVC. Anything someone 'front-loads' their I-129F petition with is for the interview stage and the CO to be able to look through before the interview. In certain countries, front-loading the petition with proof of relationship is important for getting the K-1 visa approved.

For a K-1 applicant, none of this has to do with the NVC. The NVC will receive the approved petition, give them a case# and forward the case to the appropriate consulate. It typically takes only a few days to pass through the NVC, with the exception of the poor soles that get stuck in AP there.
