Yes it is required as stated below:

Police certificates from your present country of residence and all countries where you have lived for six months or more since age 16 (Police certificates are also required for accompanying children age 16 or older)

There are some very rare exceptions but for the most part, you need that police certificate. Please tell us the country you need to apply to so other members who applied to that country in the past can tell you what they did to get theirs.

As others have said yes as it is stated in the Embassy's Instructions for K-1. See the link below with the turning arrow for the latest instructions. Print off a copy and follow as your guideline throughout the K-1 process. Use it as a check list as the are going to be items that USEM is looking for and not anything that is not on the list.

UAE is a waiver country, you can not get a police certificate from there except in person. The embassy knows this and waivers the police certificate
