B2 visa an absolute no-no when you can travel with VWP. It at the very least shows one is attempting to stay for over 3 months and apparent sign of nothing holding them back home. That said in the mid-90s I made the same mistake and was promptly refused. Then there was no ESTA so I continued to travel as normal. Hopefully he succeed in getting his ESTA.

Did he mention his American girlfriend in the interview? That can often be a justifiable reason for them to reject cases. It might be worth giving him a copy of your masters acceptance letter to take with him to the interview. That way he can show even more ties to the UK.

F&I2015, makes sense. If he decide to re-apply then tender your case very well that you intend to return. You can do so by showing you have travelled to the States several times and returned. You have been with your girlfriend xyz years and you do not intend to up and go without returning. Indicate that gf is pursuing a masters in the UK.

I recalled in early 2000 an ex-gf of mine applied and was refused. She called the embassy screaming what not and was given an appointment. We both went to the embassy and she was re-refused again. She declared her displeasure of being refused and the lady (officer) called me to the counter to explain why she was refusing her. I explained to the lady that she does not intend to stay in the States and we were in short engaged. I showed her some photos of us and my passports with loads of US entry stamps. There and then she said okay I will issue the visa because your partner has been nice to me. So you never know.
