F-2 denied twice

I need advice from you ppl on this forum since some of you may have first-hand experiences.

My wife has been in states for a year and a half now. Shes enrolled in a masters degree program. I applied for a visa (f2) first in june 2014 and then in feb 2015 and was denied each time on the grounds on immigrant-intent as per the visa officer (214 b).

My wife had initially gone on a travel visa and within her stay decided to enroll in the degree program. Everything was done under the confinements of law and she was granted a status change without her travelling back to Pakistan - something that goes against us now and had I known this back then we would have decided otherwise.

I have a job here and my attorney whose present in the states had prepared documents for the officers to review which both times were not even asked for.

What in your opinion are my options? I

As you have a job why are you applying for a F2?
