Police certificate/clearance from Ethiopia

Anyone who can tell me about getting police certificate from Ethiopia? Also, Do I submit it to NVC or present it during the interview? Any information regarding this is much appreciated. Thank you.

12/08/2014 TSC approved I-130.

12/12/2014 TSC shipped case to NVC.

12/19/2014 NVC received.

01/26/2015 Case # assigned and completed DS-261.

01/30/2015 Received AOS invoice and paid.

02/02/2015 Mailed AOS + IV packets

02/10/2015 Scan date for AOS + IV packets

03/23/2015 Received a checklist for AOS

03/27/2015 Mailed checklist response

03/30/2015 Checklist scan date

04/22/2015 Case completed at NVC

All the information about obtaining a PCC is on your info page here on VJ http://www.visajourney.com/consulates/index.php?ctry=Ethiopia&cty=Ababa

you will submit a copy to NVC keep the original for interview.

Upon receiving packet 3, the applicant should complete all documents requested on the checklist and obtain both the medical and police certificate. Medical takes appr. 3 days total to complete. Police Certificate takes 2 weeks but can be expedited upon request (we had ours within 3 days).

this is the issue... NVC is saying we will get a checklist if we don't have it.. but it looks like we don't get it until after its sent to the embassy ... so we are getting so many wrong answers we don't know whats right.

is packet three at the nvc stage or the embassy stage?

Packet 3 Contains:

Appointment Letter (date and time or walk-in)

DS-156 (one copy but they will need two copies for the filing)

Checklist

List for Medical Exam Facilities

Medical examinations are required for all immigrant visa applicants. Individuals must go to one of Consulate approved panel physicians.

I thought the medical was after nvc? so if its part of packet 3 isn't it after nvc?

Checklist: March 19, 2015
 (only need to send south Africa police report)
Case Complete: June 3, 2015 

EMBASSY: 10 months
Interview appointment letter : December 4, 2015
Interview Date : January 21, 2016 
medical wasn't complete
Second interview date: April 4th 2016
Interview Result :APPROVED!!!

Visa Received : 4/13/2016 ( they sent us a email stating our visa was ready for pick up)

USA LIFE
US Entry :4/29/2016 
Social Security : 5/10/2016 (filed from the actual office)
State ID: 5/14/2016
Started working!!: 5/25/2016
Finally paid green card fee: 6/24/2016 ( note said we will receive it within 60 days)
Green card in hand: 7/5/2016 10 year green card we done!! 

1st king born: 6/30/2016

April 2017 update: Marriage still going strong, baby boy getting bigger. Life is good

IR1/CR1 does not apply to you. That's K1. You deal with Packet 4. You will be sending your PCC to NVC. Medical is a whole different matter that's after you get your interview letter and you take results to your interview.

UPDATE- 01/24/2015

In order to get a Police certificate/clearance from Addis Ababa, you do not need a request letter or checklist from NVC. You can just show the NOA2 to the Federal Police Forensics Office and get the clearance. It will save you 60 days of checklist.
