We finally received our son's CRBA and US Passport, and with it came a piece of paper stating that we need to get him a Emigration Clearance Certificate or he will not be allowed to board a plane. Is this available from any BI field office, or do we need to go to the main BI in Intramuros to get it? Only the Intramuros address is mentioned in the US Embassy paper. Also, do we need to make two trips, the first one for paying and second one for picking it up?

ECC-A is issued to departing foreign nationals to prove that they have no derogatory records in the country and have no pending obligations with the government at the time of issuance. It may be secured at the BI Main Office or in selected District Offices1, Satellite Offices2, Field Offices3, One-Stop-Shop4 and Extension Offices5. In particular, foreign nationals falling into the following categories should secure an ECC-A prior to their departure:

Holders of Temporary Visitor Visa (also referred to as tourist visa) who have stayed in the Philippines for six (6) months or more;

Holders of expired or downgraded Immigrant or Non-Immigrant Visas;

Holders of valid Immigrant or Non-Immigrant Visas but are leaving for good;

Philippine-born foreign nationals who will depart from the Philippines for the first time;

Holders of Temporary Visitors Visa with Orders to Leave;

Bona fide seafarers who have stayed in the Philippines for 30 days or more and has a duly approved discharge from the BI.

You will only need to visit once for payment and document pick up.

Go to DFA and get him a Philippine passport, then ECC is not needed.

Our son actually has a Philippine passport but we got it for him prior to submitting the US CRBA. Then I read somewhere that if a Philipino takes another citizenship he immediately loses Philippines citizenship and his Philippines passport becomes invalid. Then he needs to apply for a dual citizenship and get a new passport. We are bringing my son to the USA month from now, so we have no time for the dual citizenship application.

Of course they don't know that my son is a USC until I show both passports together at the airport.

Nope you are reading wrong, your son was ALWAYS a USC, and ALWAYS a Philippine citizen... thus a dual citizen. All is fine.

If you already have the Philippine passport for your son ignore the ECC notice.

my baby was offloaded last night MNL-SFO for no ecc (us passport, american dad, filipina mom).

we want to fly again asap.

what do i bring to the BI (intramuros only?) on monday to get ECC... the BABY? baby's passport and photocopy of biopage? birth certificate(original?copies?) CRBA(original?copies?) 3 pcs passport size pics? pesos? if we go to BI monday morning what is the soonest possible flight we could leave on?

beware, rant below:

this offload is a complete nightmare. my wife had to continue on to usa alone so her us visa entry didn't expire. the family is split up, we didn't know who should keep which original documents, plus $1,000s usd in flight change fees. my wife is in usa alone missing her family. i am stuck here watching the baby, might miss my cousin's wedding, my ecc is running out, my visa is running out, my dog's vet papers are running out, my dog's quarantine bureau papers are running out...

1. stamp ECCs at the airport. charge 50,000p each, it would still be cheaper than this nightmare.

2. get rid of this gap in citizenship between getting a us passport and getting a philippines passport. it is a meaningless technicality that is ruining people's lives.

3. the BI's #1 goal should be zero offloads.

You can get the ECC at regional offices of BI. I know others that have acquired their ECC at a regional BI office

i think we fall under, "4. Philippine-born foreign nationals who will depart from the Philippines for the first time." what i didn't know yesterday is that my baby changed from 'filipino citizen' to 'foreign national' the moment he obtained a us visa. he is now treated like he has two foreign parents but worse because no warning about the ecc.

"apply for an ECC at least 72 hours prior to his/her departure from the Philippines." really hope this can be expedited or we'll miss another flight.

thanks for the phone numbers, closed sunday so i still will have no info when i show up monday morning. no idea on if they will accept a birth certificate/crba scanned/emailed from usa and printed in a netcafe here? do i need to go to nso again?

will definitely get that philippines passport next year, no time now. i was instructed we didn't need it by a few fil-am friends who said the place of birth on us passport was enough to prove filipino citizenship.

Fil-Am gave you bad advise ... sadly.

If they require a BC you will need to go to PSA (was NSO) for a birth certificate, highly unlikely they will accept a photocopy. I haven't found a requirement list on the BI website.

Before your child can acquire a Philippine passport, Recognition of Citizenship will need to be completed.
