If someone is involuntarily part time employed, it means that that someone works part time because (s)he cannot find a full time job but would rather have one. It's not difficult to understand, really. Should be even easier for those who are native English speakers. But apparently it isn't.

They end up working part time because they really have no other choice. They do that against their will. That's referred to as involuntary part-time employment. It is a rather fitting description based on MW's definition of the word "involuntary".

"Against your will" means someone is forcing you to do something. No one is forcing them to take those jobs. I think forcing someone to work is against the law. At least it is in reality. In your world, it's hard to say.
