China Birth Certificate Problem

Hi all, thanks in advance for your help!

I am in the process of applying for a spousal green card and I'm at the last stage of submitting documents to the NVC but I am having trouble with my birth certificate. I was born in China but left when I was 3 and now have Hong Kong citizenship.

I have submitted to the NVC my original birth certificate (from the hospital I was born) and also a Certificate of Personal Particulars (a document from the HK government indicating my place of birth/ date of birth/ parent's name etc.) Is this enough for the NVC?

I know that the NVC states that the birth certificate must come from the Notary Public Office but I am having trouble obtaining it. My lawyer in China tells me that I must have a copy of my father's ID to get the birth certificate from the Notary. However, I have not spoken to my Dad in years and I have been in touch with him and my relatives but my Dad still refuses to give me his ID card copy. Is there any other way to obtain this birth certificate? I also do not have a hukou book as I left China when I was young and never applied for one.
