Hi. You have two options:

1) Call them up on (603) 334-0700 Mon-Fri 7:00 am EST to midnight EST. Be ready for really long waiting times though. Once connected, give them your USCIS application number and get the status. If the case number has been already assigned, note it down for tracking your case on CEAC.

2) Send them an email on asknvc@state.gov . Type your case number in the subject line. But the reply times are usually too long via email. 7-14 on an average.

Regarding when to call, wait atleast a week or ten days before calling because it takes time for USCIS to finish their processing and send it out to NVC and then for NVC to register the case in their system and assign a case number.

When NVC forwards your application to your fiance's country's embassy, they will send out a hardcopy notice to your address that it has been forwarded.

I129F sent (CSC) : 02-Jun-14

NOA1 date : 04-Jun-14

NOA2 date : 17-Jun-14 (13 days from NOA1)

NVC Case# Assigned : 02-Jul-14

Consulate Email received : 15-Jul-14

Interview Date scheduled : 14-Aug-14

Interview Status : APPROVED! (71 days from NOA1)

POE date : 12-Sep-14 WE'RE TOGETHER!!

It depends from embassy to embassy. Some allow it some don't. My embassy doesn't allow it while the other embassy in my country allows it. So check with your local embassy on their specific rules. It shouldn't really matter much if you have all your documentation in place, you will be able to get through the interview.
