Well, ten steps in a different but equally bad direction I think. Still, I will give him credit for the efforts in Africa, and as I understand it there were no moral caveats to getting assistance. Got to give him an A+ for that.

True. Although I believe there was some criticism that about 1/3 of the funds was ringfenced around pushing abstinence only programmes.
