pd 10 jan 2013 interview date is 17 october.so only 1 to 17 day only 10 jan and before 10 jan pd interview date .

You can't say that that's the "MAXIMUM" forward movement for October since by far there's only one (well atleast here in Visa Journey) 2013 F2A filer that was given an interview letter for the month of October. You may say that F2A has atleast a MINIMUM of 1 month movement BUT NOT MAXIMUM.

Not at all , this is not the way to analysis the VB movement

Interview differs from country to country some get early interview and some not...if you analysis by doing that...

For example

A guy in Philippine PD is Sept 8 2012 and his interview data is Oct 15 2014 because his local Embassy are full or no slots available for early interview

A guy in Nigeria PD is Oct 1 2012 and his interview date is Oct 10 2014 because his local Embassy are not full and slots are available

Interview dates are vary from country to country and the priority are for IR first therefore most F2A not getting early interview but they can reschedule

What's the visa category of the guy from the Philippines that you're referring to? Do you have a link of his information?
