fiancee resident of different country than where filing

Hi guys, any help would be great. How do I apply for my foriegn fiancee if she lives in a different country than her passport is? She's Ukrainian but resides in Moscow. She is there legally but on 90 day visa (which she can renew just by stepping out the country then back in).

If I file for her using the Moscow address, and she visits the US embassy in Moscow but presents a Ukrainian passport, is that okay?

She can't go back to Ukraine right now because of the war. Her home in Ukraine was one of the worst hit areas.

If she is living in Russia, you should be able to put down that address. The form mentions the possibility of applying somewhere other than your last residence. Since she is currently in Russia, she should be able to apply for the visa there as that would be considered her last residence.

Yes, just file with her current address. It doesn't really matter where she lives just as long as she has a valid passport from her home country. My fiancée is from the Philippines but lives and works in Singapore. That's how we filed. Once the petition is approved it will go to the embassy in Singapore and that's where she will interview.

You can file for her in Russia. Just know that she will need to get both Ukrainian and Russian police certificates when you get to the embassy stage.
