That's right. For I-129fs, it's only either California (CSC) or Texas (TSC).

when can you start to follow your case online? I think that there is a case number that you get...is that once you get the NOA2?

You should have a receipt number listed on your NOA1. You can use this to track your case. Go to www.uscis.gov and click "Check Your Case Status."

From there, you can enter your receipt number to check for updates. You can also sign up for email and text updates on the left hand side of the page. Good luck!
