I would like to find out if anyone knows whether the Embassy can schedule the interviews out of order when the petition approval is expiring or when the applicant has waited longer at the USCIS or NVC. My fiancee has read about such cases, but i would ike to find out how it works and how often does this happen.

I think if the NOA2 petition approval is expiring then the consulate automatically extends the expiration date on it for you. I've read that from someone else on here before. I'm not sure about scheduling the interviews though. Good luck!

If the NOA2 is expiring and the petition is with the consulate, they'll automatically extend it for you, and as far as I know there's no expediting cases due to expiring NOA2s. Your interview will be scheduled in order.

You interview will be scheduled as your petition gets to the embassy, does not matter how long you waited at NVC level or USCIS, when it gets to the embassy they put you in line and schedule as the applications come in. Usually for moscow, it is around 2 months after the NVC approval.
