On July 8, 2013 I receieved and RFE And before I sent what they needed today July 10, 2013 i received an email saying my petition was transferred to another office For processing. Then an hour later i received another email saying my petition was sent to my local USCIS OFFICE for processing... so does that mean I don't need to send the RFE?

In your case I would call uscis to find out where to send the response to your RFE. Cuz you definitely still have to send it. Just today they sent a whole bunch of files to, most likely, Texas. But your case is special. I would call if I was you

I agree about talking to an ISO and finding out exactly where your case is. If it's at a local office you can make an infopass and drop off the RFE in person, if you live close enough.

It is not at a local office. The local USCIS offices do not adjudicate I-129F petitions. The transfers are being sent from the VSC to the TSC. There are plenty of posts in the K-1 Progress Reports forum about the transfers that have been happening as of late.
