Please help....not sure what to do!!!!

Seems like N-600 should apply. Check out the instructions here: http://www.uscis.gov/files/form/n-600instr.pdf

It looks like the BF is number 1 under "who should apply." But since this situation is pretty confusing, I'd strongly suggest a lawyer on this one!

Unless I'm wrong, I don't think the N-600 would help here. First of all, the N-600 isn't an application to become a citizen; it is an application for proof that the applicant automatically became a citizen at some stage after birth.

Secondly, one of the conditions is that he must be lawfully admitted to the US for permanent residence. It appears that his mother brought him in illegally/as a tourist.

Thirdly, the N-600 is based on the Child Citizenship Act, which took effect on Feb 27, 2001. Since the OP's boyfriend was born in 1975, he would have been 26 at the time; i.e. 7 years too late.

It does not appear that he will qualify under the previous law (former INA 321) either
