I say the 'best way' is to have her marry an American Citizen and have him sponser her.

But that's just me.

You cannot petition your parent or sibling until after you become a US citizen.

Sibling petition (F4 category), regardless of your sister's age and marital status, for Philippines takes 24 years to complete.

It will be best if you petition for mom first, parent petitions can be done within a year. After mom gets her GC, she files for her daughter, via one of the following categories (whichever is applicable): You mentioned in your other posts that your sister is 18 years old now. By the time you become USC and mom gets her GC, your sister will be 21 already.

If daughter is unmarried and over 21 years old, she'll be under the F2B category with a waiting time of 10-11 years. Daughter will have to remain unmarried all throughout the waiting time. Marriage will void this petition.

If daughter is married (regardless of age), she'll be under the F3 category, mom will have to become USC before she can file for this category because Green Card Holders are not allowed to petition their married children. Waiting time for F3 is 21 years.
