For the future of the children, does it matter #1 where we get a marriage certificate, whether China or America? #2 does it matter where the babies are born? For example, what if we like HK or Thailand hospitals and we take my pregnant wife of the future there?

Last question, If we get the marriage certificate in America, do we still need to get it in China?

The marriage certificate should be valid anywhere. You do not need to (and probably should not) get a second marriage certificate. You may have to get it somehow certified and/or translated to use it in the other country.

It should not matter where the babies are born (other than having to get different travel documents for the baby, which may take some time), but do you really want to be travelling in late pregnancy? I'm not sure if all countries let visibly pregnant visitors in (I know the U.S. often does not).

I've had friends that spent their last 3 months in Thailand before giving birth. I've heard of other people doing the same thing in Hong Kong.

Ya, if the baby is not born in China, IMO is better for baby #2 and subsequent babies, to get around that special fee one is levied for child #2. and #3.
