Why USCIS need to review my cases while they have been approved??

Timeline

Hi guys!

My approval notice was on February 1 , 2013. I filed I-130 for my parents.

I just asked a Tier 2 sumitted a second service request today. They did not send my cases on the first request.

The NVC emailed me today with the info below:

Please be advised that the National Visa Center (NVC) contacted U.S.Citizenship Immigration Service (USCIS) in regards to your approvedpetition. USCIS has informed us that your petition is currently locatedat  USCIS (CALIFORNIA SERVICE CENTER - CSC).  They have informed us thatthey have requested the corresponding file; they will review thispetition and forward it to NVC once their review is complete. Pleaseallow ample time for USCIS to process their review, and the NVC willprovide another email when the file is received/reviewed.

ANY ADVICES AN D IDEAS WOULD BE VERY APPRECIATED!!!!!
