Hello,

Where to get the PC, here in kuwait where I'm currently residing for almost 5 years or shall i get one in the Philippines?

Im going to visit my family next month, is it better to get one there (though the petition is still on initial review) or shall i wait when its needed?

You can get an NBI clearance while you are abroad, go to the nearest consulate in your area. But I think it's too early for you to get one now since you only got you NOA1 this month. Wait a little longer. My fiance and I applied for an I-129F last December and our lawyer advised me to get the NBI clearance once we get the NOA2 because it's a time-sensitive document.
