Your primary joint sponsor should fill out an I-864 unless you are combining your income.

No, the one and only joint sponsor for any given individual PROVIDES, SIGNS and gives supporting documentation for an I-864. If combining income, they are not a joint sponsor. They are a household member. If, for example Mom and Dad live together and are combining income to act as "joint sponsor" then one provides an I-864 and the other an I-864a. The I-864a is used ONLY when combining income and ALWAYS by SOMEBODY when combining income. When combining income, there is ALWAYS at least one I-864 and one I-864a.

Please, let's not focus on the "filling out" as it doesn't matter who fills out the form. It matters who acts in the role and signs the form. It is common for ONE person to "fill out" ALL the forms used in the process.

In the OP's situation, should the mother be a joint sponsor and provide the OP with a completed I-864 or can the mother provide a completed I-864a and be considered just a household member who is combining income? If the mother makes enough, would the father need to be included as a household member to the joint sponsor? Can a person use 2 household members to combine everyone's income to meet the requirements? The OP seems to be suggesting that is what is happening.

Not unless the OP and her mother are part of the same household. You can only combine income with qualified family members in the same household.

To answer the rest of the OP's original question, yes, evidence of current income is required for all sponsors. Tax returns are evidence of past income. I prefer check stubs to employer letters for this purpose though.
