I sent an email to NVC to inform them of my change of address (my fiance go the NOA2 hard copy on March 15). However today I got an email saying the mail hadn't been received see below-

WHAT DOES THIS MEAN? DOES ANYONE KNOW?

Sure, it means that NVCINQUIRY@stategov.com is not a real email address (because stategov.com is not an email server / lacks MX records / is not actually the correct email). E-Mail is a "best effort" decentralized delivery system, so Google's email servers are retrying for you as a courtesy.

The actual email address is NVCINQUIRY@state.gov please copy and paste that exactly. There is no .com on the end as the Top Level Domain for the US Government is .gov.
