Why would an embassy give us a 221g for additional documents required for sponsor papers when we sent that already to NVC before the interview. What does that mean?

They never got them from NVC. Papers are lost all of the time.

sorry another question, then how did they know the sponsor's name at the interview then?

Is the embassy requesting a joint sponsor? That's what happened to us. The NVC accepted my AOS but the embassy rejected it. Apparently they have the final word. So we had to get a co-sponsor.

The NVC doesn't make the decision for the affidavit of support(I-864), the consulate officer at the embassy does. The only thing the NVC does is check to make sure you have all the required documentation and that the income on the I-864 is above the minimum income requirement., they don;t make the decision as to whether or not it will be accepted. The embassy can and will ask for more if they think the petitioner doesn't meet the requirements or if they think the beneficiary will become a public charge.
